SUPERVISORY ACTIVITIES EFFICIENCY IMPROVING ON LABOUR PROTECTION IN THE AGRICULTURAL SECTOR OF UKRAINE BASED ON A RISK-BASED APPROACH

Abstract

This study is of particular relevance in modern conditions, because due to inadequate funding of labour protection measures, it helps to find ways to rationally use them to reduce the level of occupational injuries. The aim of the research is the development and implementation of methods to increase the effectiveness of supervisory activities in the field of labour protection in the agricultural sector by developing mechanisms to prevent production risks. A set of methods was used to analyze the state of information and methodological support of supervisory activities, a statistical analysis of occupational injuries, an econometric analysis of the linear time trends of occupational injuries in Ukraine, and a risk -based approach. The current labour protection management system in Ukraine was not effective enough in modern conditions. The weakening of the mechanism of state regulation in the field of labour protection led to a violation of the vertical of state supervision, a decrease in the efficiency of management and coordination of the activities of central and local executive bodies to create safe and healthy working conditions at enterprises. The study was conducted for the OSH management system in Ukraine and it is recommended that the next one be carried out for other developing ones and compares the results. The application of the results in practice will help to prevent (or mitigate) the severity of injuries due to the timely adoption of the necessary decisions. Now there are no generally accepted methods for economic sectors that would establish uniform approaches to the implementation of state supervision while taking into account the characteristics of various industries. The originality of the study lies in the developed mathematica l models for the organization and planning of measures of state supervision in the field of labour protection, an analytical assessment of the effectiveness of preventive measures and inspection activities has been carried out.
